Repairs or alterations to the hull or other equipment that affect the safety of the vessel must not be made without the approval of the cognizant [name withheld] or alterations that affect the safety of the vessel include...steering, propulsion and power supply systems; alterations affecting stability. Vessel replaced engines with increased horsepower and did not notify the [name withheld] removed engines and replaced engines with certified scale, in the presence of USCG. Provide these weights with new stability submittal to MSC. Passenger count is reduced by two until new stability letter is issued by MSC. Current persons allowed: 1 Master, 1 Deckhand, and 26 Passengers.
