The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Vessel suffered an allision with another vessel after breaking free from its moorings in Tampa FL. PSCO observed damage on the port quarter of the vessel, yet was unable to verify condition of vessel below the waterline at the point of impact. Vessel is not permitted to depart berth 219 until deficiency is cleared. 74SOLAS (20) I/ 11 60 a.c.

After any survey of the ship has been completed, no change shall be made in structural arrangements, machinery, equipment and other items covered by the survey without the sanction of the Administration. Vessel sewage plant arrangements provided a connection from the sewage collection tank to the gray water holding tank for retention of processed sewage. Crew is using a hose from the sewage shore tie connection to the aft peak tank without class society approval.
