Ship must have a placard made of durable materialof at least 5 x 8 inches posted in a conspicuous place in each machinery space or at the bilge and ballaast pump control station in accordance with 33CFR155.450 (a). Vessel did not have the required placard in the machinery space and in particular at the overboard discharge valve for the OWS.
