PSCO observed a blocking device (metal pipe) wired to the valve stem on the M/E HFO service tank quick closing valve and a metal object was observed in the valve on the MGO service tank, preventing valve from closing in the event of fire in the space.

0750-Fire prevention-Doors required to be self closing shall not be fitted with hold back hooks. PSCO observed that the self closing fire rated door between the galley and the provisions identified on the fire control plan did nto self clease with the intalled mechanism, additionally a rope was being used to keep the door in the open position. SOLAS (14) II-2/9.4.2.2
