Electric installations on vessels must ensure: Protection of passengers, crew, other persons, and the vessel from electrical hazards. Tankerman quarters found with multiple power strips plugged into same circuit on bulkhead. Remove power strips from outlet. 46 CFR 31.35-1 46 CFR 111.01-1

One emergency outfit is required for all manned tank barges having cargo tanks which exceed 15 feet in depth, measured from the deck to the lowest point at which cargo is carried. MI observed that the air bottle was empty. Vessel is restricted from accessing the cargo tanks, until outfit has a full air bottle outfitted on the SCBA with spare charge.

At least one-half the total number of lifebuoys on the vessel must each be fitted with a self-igniting light approved under approval series 161.010. The self-igniting light may not be attached to the lifebuoys required by this section to be fitted with lifelines. (iii) At least two lifebuoys on the vessel must be fitted with a self-activating smoke signal approved under approval series 160.157. Lifebuoys fitted with smoke signals must also be fitted with lights. MI observed all water lights and smoke were not installed properly and missing pieces. Vessel to provide correct installation to the attending MI.

Distress signals. Each vessel must - (1) Carry not less than 12 rocket parachute flares approved under approval series 160.21-6 MI observed a few flares were not in a water tight container. Vessel shall provide resolution to the attending MI.

All tank vessels, the construction or conversion of which is started on or after July 1, 1951, shall conform to the requirements in this subpart in construction of hulls. MI observe port bow damage and broken welds while conducting the ISE in the forward/bow void. Vessel shall submit a repair proposal for repairs prior to receiving dry dock credit.

Vapor-tightness requirements of the marine vessel. The owner or operator of an affected source shall use the procedures in paragraph (a)(4)(i), (ii), (iii), or (iv) of this section to ensure that marine tank vessels are vapor tight, as required in § 63.562(b)(1)(iii), (c)(2)(iii), and (d)(1)(iii). (i) Pressure test documentation for determining vapor tightness of the marine vessel. The owner or operator of a marine tank vessel, who loads commodities containing HAP not determined to be exempt under § 63.560(d) at an affected source, shall provide a copy of the vapor-tightness pressure test documentation described in § 63.567(i) for each marine tank vessel prior to loading. The date of the test listed in the documentation must be within the preceding 12 months, and the test must be conducted in accordance with the procedures in § 63.565(c)(1). Following the date on which the initial performance test is completed, the affected source must check vapor-tightness pressure test documentation for marine tank vessels loaded at positive pressure. MI observed test has not been conducted for over one year. Vessel is resticted from carrying cargo that requires the vapor line. Submit test to attending MI.

Life buoys must be IAW 46 CFR 160.150. All life buoy grab lines are weathered and deteriorating and must be replaced. 46 CFR 199.70(a)
