A compartment within an open structure is considered open to the weather only when an interior bulkhead of that compartment has an opening or openings that meet the requirements for end bulkheads under paragraphs (d)(2)(i) and (iii) of this section. Other compartments within the structure are not considered open to the weather. There are multiple tonnage plates that are not "in the clear", due to paneling and other carpentry. Vessel needs to modify the internal configuration of the bulkheads, as necessary, to meet the requirement for "open structures", to the satisfaction of the tonnage issuing authority (ABS), or have the vessel remeasured, to account for the current configuration.

Each towing vessel 79 feet or more in length operating on oceans and coastwise routes that does not have an installed fixed fire-extinguishing system must have two self-contained breathing apparatus of the pressure demand, open circuit type, approved by the National Institute for Occupational Safety and Health (NIOSH), under 42 CFR part 84. 01 SCBA pack has a broken strap and is inoperable.

To stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. The valve must be operable from a safe place outside the space where the valve is installed. Prove to Coast Guard Marine Inspectors the proper operation of fuel shutoff valves, handles of which are located in the fiddley.
