Vessels carrying Class C Cargo in bulk must have pressure relief valves for those tanks installed so that they are free from imperfections which may affect their serviceability. The vacuum test level fell off of methanol P/V valve STBD 2 and renders in untestable. Fix prior to loading cargo in tank.
