An emergency bilge suction must be provided in the machinery space for all self propelled vessels. Vessels over 180 feet in length which are not passenger vessels and operate in ocean routes, must be provided with a direct emergency bilge suction. The emergency bilge suction is unable to draw suction from the engine room. 46 CFR 56.50-50 (f) (3)

Resolution: Vessel's C/E took apart check valve and found it stuck. Cleaned and greased and re-installed. Demonstrated to MI proper suction with water-in-bag method. All sat.

Vessel crew's knowledge of individual roles and responsibilities during fire drill was insufficient. Crew unable to properly dawn SCBA's and secure power to fire affected space. Crew did not muster in location as directed in station bill. Vessel shall conduct all drills in the presence of an attending CG marine inspector prior to vessel movement.
