Maintenance, testing and inspections of life-saving appliances shall be carried out in a manner having due regard to ensuring reliability of such appliances. PSCO observed both port and starboard lifeboat skates fiberglass construction were cracked and allowed the griping to be released, causing the skates to be detached from the lifeboat. In addition, the emergency brake release cable located inside the lifeboat is pinched by the skate when the lifeboat is stowed, which would not allow the lifeboat to be lowered from inside. The design appears to be original to the vessel and is installed on both port and starboard lifeboats. SMS instructions for inspections do not specifically address skate or brake wire releases. 74SOLAS(20)III/20.3.1
