14609-Pollution Prevention-Each vessel vapor connection flange face must have a permanent stud projecting outward that has a 12.7 millimeter diameter and is at least 25.4 millimeters long. PSCO observed the stud on all 8 vapor lines were not permanently atttached, just screwed into place. make repairs prior to carrying caroges that require VCS - 46 CFR 39.2005
