The purpose of this regulation is to maintain and monitor the effective of the fire safety measures the ship is provided with. For this purpose, the following functional requirements shall be met: the fire protections systems and fire-fighting systems and appliances shall be maintained and ready for use. PSCO observed two quick closing fuel supply valves on the diesel oil service tank and one on the cylinder oil tank blocked open, rendering valve in-operable. 74 SOLAS (14) II-2/ 14.1

Resolution: Received, reviewed and accepted class report from ABS stating the deficiency was rectified. During class attendance, blocks found removed and valves tested showing normal operation.

In a ship in which oil fuel is used, the arrangements for the storage, distribution and utilization of the oil fuel shall be such as to ensure the safety of the ship and persons on board. PSCO expanded on a recent increase of drainage in the fuel oil drain tank at which point the crew stated there was a significant fuel leak on the number 3 main engine cylinder that is visible when the engine is running. 74 SOLAS (14) II-2/ 4.2.2

Resolution: Received, reviewed and accepted class report from ABS stating the deficiency was rectified. During class attendance, M/E was observed in operation while vessel was in transit to the loading berth with no active fuel leaks observed.

Sufficient power for going astern shall be provided to secure proper control of the ship in all normal circumstances. PSCO observed the ships #2 start air compressors unloading valve stuck open rendering the compressor incapable of supplying start air to start air receiver. 74 SOLAS (14) II-1/ 28.1

Resolution: Received, reviewed and accepted class report from ABS stating the deficiency was rectified. Air Compressor solenoid valve replaced with spare. Tested during class attendance and demonstrated normal operation.

Resolution: Received, reviewed and accepted class report from ABS stating the deficiency was rectified. Emergency fire pump tested by class with two hoses out at forecastle deck and bridge deck. Discharge pressure measured over 80 PSI.

PSCO OBSERVED 01 SMOKE DETECTOR ABOVE THE PURIFIERS WRAPPED WITH A TOWEL RENDERING THE DETECTOR INOPERABLE. TOWEL WAS REMOVED FROM SMOKE DETECTOR AND WAS SUCCESSFULLY TESTED.

0740-Pumps-There shall be immediate water from the fire main system at a suitable pressure. PSCO observed emergency fire pump was unable to provide adequate pressure to the starboard bridge wing.
