The machinery boilers and other pressure vessels associated piping systems and fittings shall be of a design and construction adequate for the service for which they are intended and should be so installed and protected as to reduce to a minimum any danger to persons on board, due reguard being paid to moving parts, hot surfaces, and other hazards. PSCO observed clogged fuel oil filter, which lead to a reduction in RPM's. Make repairs to satisfaction of recognised classification society.

11113-Launching arrangements for rescue boats- Where davit arms are recovered by power, safety devices shall be fitted which will automatically cut off the power before the davit arms reach the stops in order to prevent over-stressing the falls or davits, unless the motor is designed to prevent such over-stressing. PSCO observed limit switch failed to cut off power to the rescue boat davit when the limit switch was activated.
