After any survey of the ship under Article 14 has been completed, no change shall be made in the structural, equipment, arrangements, material or scantling covered by the survey without sanction of the Administration. PSCO observed cracks in the hatch coaming structure at the rack and pinion device on cargo holds number 4, 5, 6 on both port and starboard sides. Cracks and deformations were also observed in the knife edge around cargo holds 4, 5, 6 that dud not allow hold covers to be weathertight.
