0628- Stowage of Liferafts- Each liferaft or group of liferafts shall be stowed so that each floats free and, if inflatable, inflates automatically when the ship sinks. PSCO observed the painter line improperly attached to both the vessel's port and starboard liferafts, rendering the liferafts unable to automatically inflate when released. 74 SOLAS(am) III/13.4.2

0750-Fire Prevention- Fire protection systems shall be kept in good order so as to ensure their required performance if a fire occurs. PSCO observed the quick closing guel shutoff valve on the D.O. Service Tank for the ship's service generators blocked in the open position with a wooden block. SOLAS 74(09) II-2/14 & II-2/4.2.2.3.4

0715-Detection-The function of fixed fire detection systems shall be periodically tested to the satisfaction of the Administrations by means of equipment producing smoke associated with incipient fires to which the detector is designed to respond. Crew was unable to test smoke detector located over M/E due to a lack of equipment. SOLAS 74(am) II-2/ 7.3.2
