An adult life jacket must be provided for each person carried on board a vessel. MI discovered 37 lifejackets that were in an unsatisfactory condition. Vessel operator was able to provide 20 new replacement lifejackets before completion of the inspection. Vessel is certificated to carry 49pax/2 crew. Maximum passenger count reduced to 32 persons.

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket.
One of the fire buckets was cracked and unable to retain an adequate amount of water. The fire bucket was replaced with a satisfactory satisfactory bucket during the inspection.

Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspection. The portable fire extinguisher designated for the accommodation space was inadequately secured.
The securing strap was broken, and the extinguisher was being held in the base mount by gravity alone. The securing strap was replaced with a satisfactory securing strap during the inspection.

Multiple life jackets were found to be no longer serviceable and were destroyed in the presence of the attending marine inspector. The vessel currently has 41 serviceable life jackets on board. Until this deficiency is rectified, the passenger count is reduced to 39 passengers plus two crew members.
