Following installation, the master, owner, operator, agent or person in charge of the vessel must properly maintain the BWMS in accordance with all manufacturer specifications. Vessel's ballast water management system is inoperable. The ballast water discharge must be limited to the amount operationally necessary for vessel safety during cargo handling. The vessel is required to conduct repairs prior to the next U.S port after sailing foreign. 33 CFR § 151.2025(a)(1) 40ac
