The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge. VSL missing 10-B:C extinguisher required at the operating station. 46CFR181.500(a)

Each ring life buoy with a floating water light must have a lanyard of at least 910 millimeters (3 feet) in length. Add correct amount of line to the water light and mount light holder. 46CFR180.70(d)(2)

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station. Add visual indicator of bilge pump operation. 46CFR182.530(c)

Vessels with engines powered by gasoline or other fuels having a flash point of 43.3 °C (110 °F) or lower must not be constructed with general purpose resin, except for vessels powered by outboard engines with portable fuel tanks stored in an open area aft, if, as determined by the cognizant OCMI, the arrangement does not produce an unreasonable hazard. Vessel is fitted with an aluminum fuel tank that does not meet the requirements of a portable fuel tank under ABYC H-25. Replace with appropriate fuel tank. 46 CFR 177.410(d)(2)

The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section. Vessel does not have a 2-A extinguisher. 46 CFR 181.500

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspection of lifesaving equipment and systems. Prior to carrying passengers, conduct fire, man overboard, and abandon ship drills to the satisfaction of a Marine Inspector. 46 CFR 176.808

Vessel failed to undergo an annual inspection by 25JAN2020 which is past the 3 month anniversary date 25OCT2020 as required by 46CFR176.500(b)(1). Vessel is restricted operating with passengers to the satisfaction of the attending Marine Inspector.

The vessels current stability letter allows for the carriage of 20 passengers plus 2 crew. This was inconsistent with all the other certificated Carolina Skiffs of similar dimensions and operating conditions. During review of the Simplified Stability Test conducted in August of 2013, it was discovered that the immersion mark was affixed for a flush deck vessel, although the skiff is an open boat. This caused the total passengers allowed to be greater and inconsistent with sister vessels. Passengers are reduced to 16 until another simplified proof test is completed and witnessed by an attending Coast Guard Marine Inspector in accordance with 46 CFR 178.330.

Provide three (03) fire buckets with a two and a half gallon capacity with an attached lanyard in accordance with 46 CFR 181.610. Each bucket must be marked with the words "FIRE BUCKET".

Replace all electrical pressure type connectors with a proper connector meeting UL486A in accordance with 46 CFR 183. 183.340(i).

Provide a log or record of crew training, familiarization and drills for all emergency situations as required in 46 CFR 185.520 and 185.524. The record should indicate the date of the train ing and drill and provide a general description of the drill and the training topics covered.

Provide and post emergency instructions in the event of fire, man overboard and heavy weather in accordance with 46 CFR 185.510. The emergency instructions should be similar to the recommended format outlined in 46 CFR 185.512.

Provide a suitable first aid kit that is either approved under CG Approval 46 CFR 160.041 or ensure the first aid kit has all the required items as listed in the approval.

Provide a sound signaling device, either horn or whistle that is audible for at least one half mile in accordance with the Navigation Rules and Regulations Handbook, Rule 33(a).

Provide and post a MARPOL V, garbage placard in accordance with 33 CFR 151.59

Properly mark the Life Ring Buoy with the vessels name in accordance with 46 CFR 185.604(b).

Provide current certification in basic first aid and CPR training to at least one crew member in accordance with NVIC 01-91.

Vessels Ring life buoy is damaged and does not meet the minimum requirements of carrying a minimum of one life buoy of not less than 20 inches in diameter be approved in accordance with § 160.050 as required by 46CFR180.70 vessel must obtain a new Ring life buoy. Prior to operating with passengers.

Vessels lifeline for the Ring life buoy is damaged and does not meet the minimum requirements of carrying a minimum requirements of 46CFR180.70(c) vessel must obtain a new lifeline. Prior to operating with passengers.

Vessels water light lanyard and corrosion resistant clip are damaged and does not meet the minimum requirements of carrying a minimum requirements of 46CFR180.70(d) (2) and (3) vessel must obtain a new lanyard and corrosion resistant clip. Prior to operating with passengers.

Repair rail in three locations, rail must withstand 200LB point load per 46CFR177.900(b). Prior to operating with passengers.

Make wiring for the bilge pump protected from the weather per 46CFR183.340(b)(3). Prior to operating with passengers.

Ensure 50% of the crew has First Aid/CPR training per 46CFR15.510 and NVIC 1-91, complete by 05FEB18.

Make neccesary repairs to the inoperable outboard motor and demonstrate proper functionality and maneuverability to an attending Coast Guard Marine Inspector prior to carrying passengers. In addition, the annual inspection anniversay date will be past 90 days after December 13. Vessel is not permitted to carry passengers until the annual inspection has been completed.

Vessels annual inspection anniversary date is 13SEP17 and as of 13DEC17 does not meet the requirement of vessels must undergo an annual inspection within the 3 months before or after each anniversary date as required by 46CFR176.500(b)(1). Vessel restricted from operating with passengers until corrected to the satisfaction of the attending Marine Inspector.

Vessels hull is damaged specifically in two areas in a roughly 6 inch by 6 inch area above the waterline, side shell on the starboard aft and does not meet the structural design requirements per 46CFR177.300(c). Provide repair plan proposal to the Coast Guard and receive approval for repairs from the Coast Guard as described in 46CFR176.700 and carry out repairs after approval is received.

Vessel’s portable fuel tank for the outboard motor installation is 22 gallons and does not meet the minimum standard of portable gasoline fuel systems of 7 gallons or less shall be permitted as required by 46 CFR 182.458(b) and ABYC H–25–94. Owner must provide plans to replace portable tank to meet the design, construction, and Stowage requirements above ABYC Standards to the attending Marine Insp

Vessel has unused, non required bilge pump and various dead end wiring in DC system and does not meet minimum standard of protecting crew, other and the vessel from electrical hazards as required by 46CFR183.200(b) . Owner must remove non required gear and properly seal dead end wires .Vessel has 15 days (21DEC16) to correct deficiency to the satisfaction of the attending Marine Inspector.

Vessel's navigation charts is outdated and does not meet minimum standard of charts having to be up to date as required by 46CFR.184.420 (a)(1) Owner must provide up to date charts. Vessel has 15 days (21DEC16) to correct deficiency to the satisfaction of the attending Marine Inspector.

Vessels First aid contents are expired and or missing and does not meet minimum standard as required by 46CFR184.710 and 46CFR160.041 . Owner must renew contents. Vessel has 15 days (21DEC16) to correct deficiency to the satisfaction of the attending Marine Inspector.

Remove water from bilge well for further inspection as required by 46CFR176.802(a)(1).Vessel has 15 days (21DEC16) to correct deficiency to the satisfaction of the attending Marine Inspector.
