PSCO observed an active jacket water leak from #2 cylinder. Reviewed maintenance logs with chief engineer where there was a lack of familiarity with in maintenance records. If ship is required to move from facility to anchorage to conduct repairs. Ship and Company will conduct a Risk Assessment and submit to Sector New Orleans Port State Control Office. 74 Solas II-1/26.1 60AC
