The function of fixed fire detection and fire alarm systems shall be periodically tested to the satisfaction on the administration by means of equipment producing hot air at the appropriate temperatures, or smoke or aerosol particles having the appropriate range of density or particle size, or other phenomena associated with incipient fires to which the detector is designed to respond.
PSCO observed VSL's crew attempting to use lighter to test flame detector in engine room during Port State exam; Expanded exam to look at SMS, which required use of strong flashlight for which none was onboard. VSL crew stated "such flashlight was ordered yesterday" after being required during Flag State inspection. Vessel must acquire the proper testing equipment for flame detectors as is required by SMS and all flame detectors in engine room must be tested and functioning properly to the satisfaction of Class.
