Every ship of 100 goss tonnage and above...shall carry a garbage management plan whhich the crew shall follow. PSCO observed 18 supersacks of residual cargo placed on the starboard side of the deck. When asked how the cargo residues will be discharged, the crew stated that they intended to discharge it overboard while in transit to their next port of call. The garbage management plan states that cargo residues will be discharge to reception facilities when available. A discharge receipt from a reception facility is required prior to the rectification of the deficiency. MARPOL V/10.2 Code 17c
