PSCO OBSERVED EXCESSIVE OIL LEAKAGE/POOLING, OIL SOAKED RAGS AND OIL SOAKED INSULATION ACCUMULATING IN THE BILGE WELLS, SHAFT ALLEY,PURIFYING ROOM, INCENERATOR ROOM AND AT THE HFO STORE/SERVICE TANKS.
Condition: Improper/Lack of Maintenance
Action required: 17 - Rectify deficiencies prior to departure
Resolved 21 July 2021
Resolution: The vessels Class Society, Lloyd's Register, provided a letter attesting that accumaleted oil has been removed and leaking components repaired.
Fire Fighting › Fixed Pressure Water-Spraying Fire Extinguishing System › Pump Power Supply

0725-Fixed Fire Extinguishing Installation-The purpose of this regulation is to maintain and monitor the effectivenss of the fire safety measures the ship is proivded with. For this purpose, the following functional requirements shall be met: fire protection systems and fire-fighting systems and appliances shall be maintained ready for use. PSCO observed that the water mst system produces a fault while in automatic mode rendering the auto mode inoperable. PSCO also observed that due to the inoperable auto mode for the water mist system, smoke and flame detectors associated with the system are inoperable. SOLAS 74(a) 2014 (cons.) II-2/14.1 17ac

Resolution: Received, reviewed and accepted class report from LR stating the deficiency was rectified. Replaced panel in Water Mist System then tested the fire/heat detectors to ensure they worked and that the system recognized the alarms.

Resolution: Wile on baord the vessel, PSCO observed the vessel contact the QI and make contact, then properly document the exercise. Deficiency was corrected on the spot.
