0615-Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. The rescue boat was able to start but due to a malfunctioning throttle cable, it was not able to clutch ahead. SOLAS (2014) III/20.2

Resolution: Crew was able to make repairs and have the throttle operating properly.
