The machinery, boilers and other pressure vessels, associated piping systems and fittings shall be of a design and construction adequate for the service for which they are intended. PSCO observed a two degree surging while rudder was amidships and power failure while conducting the 28 second swing test, with rudder stopping at 30 degrees to port until number one steering pump was secured and restarted.
