Vessel recieved letter of dispensation from their flag state stating that their 36hz radar will operate as pimary radar, the 96hz radar will be fixed

Vessel's OWS was found inoperable. Vessel shall tag out OWS and make arrangements for lal oily water mixtures to be retained onboard and subsequently discharged at reception facility until repairs
