A vessel equipped with ballast water tanks that operates in the waters of the United States must maintain a ballast water management plan that has been developed specifically for the vessel and that will allow those responsible for the plans implementation to understand and follow the vessel's ballast water management strategy and comply with the requirements of this subpart. Vessel’s ballast water management plan does not include all of the necessary provisions listed in 33CFR 151 Subpart D.

A main source of electrical power of sufficient capacity to supply all those services mentioned in reg. 40.1.1 shall be provided. This main source of electrical power shall consist of at least two generating sets. While in the Port of Galveston, the vessel lost full functionality of three out of four auxilary engines. Provide class statement attesting to the root cause of the auxilary engine failures and the suitability of repairs, that vessel's crew conducted on aux engines, for the intended voyage. SOLAS 74 Con.
