Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. The vessel suffered a grounding which caused a subsequent failure of the steering gear system when the port side rudder separated from the vessel. Once satisfactory repairs are made, vessel shall submit a TPO report to the local OCMI attesting to satisfactory repairs and steering system operational tests have been conducted. 46 CFR 143.205(a) 60ac
