Oil filtering equipment referred to in paragraph 2 of this regulation shall comply with paragraph 6 of this regulation. In addition, it shall be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content of the effluent exceeds 15 ppm. PSCO observed pneumatic line connecting overboard discharge solenoid valve cut rendering automatic stopping device inoperable.

The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, the following functional requirements shall be met: Means shall be provided to control leaks of flammable liquids. PSCO observed diesel oil leak from several spots of associated piping. Diesel was pooled on deck and into plastic containers used as catchment. Additionally, oil soaked rags were found stuffed throughout area and in purifier room. Rags were removed. However, leak was not secured while exam team is/was on board.

Resolution: SEC DEL BAY PSCO verified repair of leakage point while onboard vessel for deficiency check following class society report on 06MAR2024. No oil leak or external containment devices present. No prescence of oily rags on decks or in spaces.
