50ac- PSCO observed that on the 28th of June the Oil [name withheld] indicated a discharge bilge water through the Oil Water Separator at a rate of 7.25m3 per hour. The vessel's IOPP states the maximum throughput of the Jowa MEPC 107(49) OWS has a maximum throughput of 5m3 per hour, however an internal company e-mail states that the Jowa OWS has a capacity of 6m3 per hour. This bypass is not indicated on the Jowa OWS circuit diagram and would allow the Jowa OWS to operate outside of its designed perimeters posing a potential to harm the marine environment.
