PSCO discovered the vessel had been operating within North American ECA from 12FEB2020 to 13FEB2020 utilizing fuel oil that does not comply with the MARPOL ANNEX VI ECA Sulfur limits. PSCO's discovered that there was no SART stowed in the Free-fall lifeboat, but was stowed outside it.
