While ships are operating within an emission control area, the sulfur control area, the sulfur content used on board ships shall not exceed 0.10%. PSCO discovered the vessel had been operating within North American ECA from 12FEB2020 to 13FEB2020 utilizing fuel oil that does not comply with the MARPOL ANNEX VI ECA Sulfur limits. MARPOL ANNEX VI REG 14.4 Action Taken: 17c

PSCO's discovered that there was no SART stowed in the Free-fall lifeboat, but was stowed outside it.
