(d) A flammable vapor detection system must provide a visual and audible alarm at the operating station. Mid vapor detector is not working.

(b) Gauges to indicate engine revolutions per minute (RPM), jacket water discharge temperature, and lubricating oil pressure must be provided for all propulsion engines installed in the vessel. The gauges must be readily visible at the operating station. Middle outboard is not registering RPM. 46 CFR 182.410(b)

The provisions of Part III of Title III of the Communication Act require United States vessels which transport more than six passengers for hire while such vessels are being navigated on any tidewater within the jurisdiction of the United States adjacent or contiguous to the open sea, or in the open sea to carry a radiotelephone installation complying with this subpart. Vessel's radio is not working. 47CFR 80.901

The official number of the vessel, preceded by the abbreviation "NO" must be marked in block-type Arabic numerals not less than three inches in height on some clearly visible interior structural part of the hull. The number must be permanently affixed to the vessel so that alteration, removal, or replacement would be obvious. If the official number is on a separate plate, the plate must be fastened in such a manner that its removal would normally cause some scarring of or damage to the surrounding hull area. Vessels official number plate loose in bilge. Permanently affix official number plate as required. 46 CFR 67.121

Prevent electrical ignition of flammable vapors. Junction box in aft space (gasoline tank void) is missing front cover. 46CFR182.200(d)

A cable may be spliced in a location, other than a hazardous location. Port sdie navigation light is not properly spliced. Wiring can be pulled out easily and splice connection is loose. 46CFR183.340(m)

Stowed so that when the vessel sinks the survival craft floats free and, if inflatable, inflates automatically. IBA set up was installed upside down. Corrected on the spot. 46CFR180.130(a)(2)

A vessel of 12 meters or more in length shall be provided with a whistle. On board horn is non operational.33CFR83.33

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. MI discovered two 2 gallon fire buckets on vessel. Ensure all fire buckets are 2.5 gallons, and a total of three 2.5 gallon fire buckets are onboard vessel.

(1) The pump is listed by an independent laboratory as meeting the requirements in UL 1113 (incorporated by reference; see 46 CFR 175.600). Bilge pumps do not meet UL rating requirement. Install bilge pumps meeting UL 1113 rating.

(l) Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. Ventilation ducts for vessel bilge are unable to secure properly due to bungee straps being stretched out. Replace bungee straps in kind.

(2) A vessel of more than 7.9 meters (26 feet) in length, but not more than 19.8 meters (65 feet), must carry a minimum of one life buoy of not less than 610 millimeters (24 inches) in diameter Ring life buoy on vessel was found to be deteriorated. Replace in kind.

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Hydrostatic release for EPIRB labeled with incorrect expiration date. Date of expiration is two years from the date of install on the vessel. Correct date or replace in kind.

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessels VHF antenna was broken and temporarily repaired with sticks and tape. Replace broken VHF radio antenna.

A vessel must be provided with bilge pumps in accordance with On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: (1) A space with a through-hull fitting below the deepest load waterline, such as a lazarette; (2) A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space; and (3) A space with a non-watertight closure, such as a space with a non-watertight hatch on the main deck. (b) Vessels constructed of wood must, in addition to paragraph (a), provide bilge level alarms in all watertight compartments except small buoyancy chambers. (c) A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. The aft bilge high water alarm was not working. Repair the aft high bilge alarm maintain a watch of the space until the alarm is repaired. 46 CFR 182.530

Electrical equipment on a vessel must be installed and maintained to: (a) Provide services necessary for safety under normal and emergency conditions; (b) Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock; (c) Minimize accidental personnel contact with energized parts; and (d) Prevent electrical ignition of flammable vapors. The aft breaker panel is missing a circuit breaker (open slot). Blank off or reinstall breaker into panel to eliminate open slot. 46 CFR 183.200

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date:(1) Charts of large enough scale to make safe navigation possible; (2) U.S. Coast Pilot or similar publication;(3) Coast Guard Light List;(4) Tide tables; and(5) Current tables, or a river current publication issued by the U.S. Army Corps of Engineers or a river authority.(b) Extracts from the publications listed above for the areas to be transited may be provided instead of the complete publication. 46 CFR 184.420

Fixed pre-engineered fire systems must have an audible and visual alarm at the operating station alerting the operator the system has been discharged. The fire boys audible alarm is not working. Repair or replace the audible alarm. 46 CFR 181.420

Vessel is required to have one CG Approved Type I PFD for each person onboard. Vessel is missing two adult PFDs. Vessel is reduced to 26 total persons allowed onboard. 46 CFR 180.71

Vessel is required by D17 policy to have 100% IBA for vessels routes. Vessels IBA was not onboard at the time of the inspection, still at servicing station.46 CFR 176.110

Vessels life ring buoy shall have the vessels name, stenciled onto it. Life ring buoy is missing the vessels name.46 CFR 185.604(b).

Vessel is required to display the appropriate navigation light iaw international navigation rule. Vessel starboard side navigation and aft navigation lights are not working, starboard side light is blue should be green.46 CFR 183.420

Vessel is required to have x3 Three, 2.5 gallon fire buckets onboard with line attached, stenciled "FIRE BUCKET". Two of the vessel's fire buckets are missing dip line. 46 CFR 181.610

Vessels charts shall be maintained up to date. Vessels navigation charts were out of date, not maintained.46 CFR 184.420

Vessel owner is required to provide and maintain a first aid kit onboard the vessel. Items (aspirin) in the first aid kit are expired.46 CFR 184.710

Vessel shall be outfitted with two portable flashlights. One of the two flashlights was not working.46 CFR 183.430

Vessel is required to maintain FCC Safety Certificate. Vessel's FCC safety certificate is expired.46 CFR 184.502

Vessels fuel tank void is required to have a CG approved fixed fire system installed. Vessels pre-engineered fire boy system was condemned by the fire servicing company. Have system restored to original / replace in kind and have remote pull, ventilation shut down, and alarms tested by an approved fire service company. Provide report to the Marine Inspector for review/approval.46 CFR 181.400

Vessel is required to have onboard international navigation rules, and up to date tide and current information. Vessel's tide and current books are out of date. International navigation rules copy not onboard the vessel.46 CFR 184.420

Install permanent draft/load marks on vessel by April 1, 2020 as per Vessel’s stability letter dated May 23 2013 and install temporary mark before passengers
