Before the ship leaves port and at all times during the voyage, all lifesaving appliances shall be in working order and ready for immediate use. PSCO observed port side lifeboat failed to start after numerous attempts and beyond 05 minutes. 74 SOLAS (20) III/20.2

Resolution: After discovering the deficency, ships crew alerted engineers who worked on the lifeboat and got it running to USCG satisfaction prior to PSCO departing ship.
