07106 - Fire Detection and Alarm System Maintenance testing and inspections shall be carried out based on the guidelines developed by the Organization and in manner having due regard to ensure the reliability of fire fighting systems and appliances. PSCO observed the crew the crew testing the onboard heat flame detection system with a lighter, the crew did not have the proper equipment on board to test the flame detection system throughout the vessel. SOLAS 74 (2014) II-2/14.2.2.1

Every ship of 100 GT and above, and every ship which is certified to carry 15 or more persons, fixed or floating platforms shall carry a garbage management plan which the crew shall follow. This plan shall provide written procedures for minimizing, collecting, storing, processing and disposing of garbage, including the use of the equipment on board. PSCO observed approximately, over 100 garbage bags stored in the Bosun's locker. Bosun's locker was not an authorized storage location per their garbage management plan. Vessel shall provide garbage receipt to the USCG once garbage has been disposed of to a reception facility.

The ring, lines and letters shall be painted in white or yellow on a dark ground or in black on a light ground. They shall also be permanently marked on the sides of the ships to the satisfaction of the Administration. The marks shall be plainly visible and, if necessary, special arrangements shall be made for this purpose. PSCO observed that portions of the load line was not painted in a contrasting color in accordance with the diagram on the International Load Line certificate.
