Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. MI observed head of screw sheer off and cause off of propulsion in port engine during MOB drill. Replace external snap ring to satisfaction of attending MI. 46 CFR 182.200(a)

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. MI found vessel to have no PMP or third party surveyor report. Create PMP in accordance with NVIC 02-16 to satisfaction of attending MI. 46 CFR 176.840

On a vessel of not more than 19.8 (65 feet) in length carrying more than 49 passengers…each hose must conform to UL 19, be 50 feet in length and 1.5 inches in diameter, and have fittings of brass or other suitable corrosion-resistant material. MI observed fire house on board rupture. Vessel passenger count reduced to 49 until replacement of hose is completed to satisfaction of attending MI. 46 CFR 182.200(a)

The lifeline and pendants must be furnished by the manufacturer with the approved life or buoyant apparatus. Replacement lifelines and pendants must meet the requirements in Subpart 160.010 of this chapter. Each buoyant apparatus must have a life line securely attached around the outside, festooned in bights no longer than 1m (3ft), with a seine float in each bight, unless the line is of an inherently buoyant material and absorbs little to no water. The lifeline must be at least 10mm (3/8 inch) diameter and have a breaking strength of a least 5400 N (1215 lb). Vessel's lower buoyant apparatus lifelines were deteriorating. Replace lifeline to the satisfaction of the Marine Inspector. 46 CFR 180.175 (f)(1) 46 CFR 160.010-4 (f)

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instruction. Vessel did not have 48 analgesic medications (aspirin). Provide 48 aspirins for first aid kit to the satisfaction of the attending Marine Inspector. 46 CF 184.710

Each life jacket must be marked with Type I retro-reflective material approved in 46 CFR 164.018. All 88 adult life jackets were not marked with appropriate retro-reflective material. Provide appropriate markings to the satisfaction of the attending marine inspector prior to taking on passengers. 46 CFR 185.604

Each small battery installation must be protected from falling objects. Both the ungrounded and grounded conductors for the small battery installation in the starboard engine room were unprotected from falling objects. Provide protection for the battery. 46 CFR 183.354(b)

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 x 30 mesh. Vessel missing flame screens on port and stbd fuel tank vents. Install flame screens.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following: Operational test of all overboard discharge and intake valves and watertight bulkhead pipe penetrations. Vessel's aft stbd bilge overboard discharge valve handle was broken. Replace valve handle.

The name of a vessel must be marked or painted in clearly legible letters and numbers: on each life float and buoyant apparatus. Vessel's name is peeling off the life float. Paint or mark clearly legible letters to the satisfaction of attending marine inspector.

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. The fire pump inlet hose is leaking from both the top and bottom of the hose connection.

Equipment specifications for life floats and buoyant apparatus. The equipment required for lifefloats and buoyant apparatus must meet the following specifications: the light must be a a floating waterlight approved under approval series 161.010 or other standard specified by the Commandant. The floating waterlight must be attached around the body of the life float or buoyant apparatus by a 10 mm (3/8 inch) lanyard, resistant to deterioration from ultraviolet light, and at least 5.5 meters (18 feet) in length. 1 of the 2 lifeloats does not have it's own floating waterlight.

Where flexible nonmetallic hose is permitted for use in piping systems by this section, it must meet SAE J-1942 or be specifically approved by the Commandant. The port generator fuel line was chafted and worn through the outer protective layer and down to the metal protective stands.

On passenger decks of a ferry or of a vessel on an excursion trip the following must be installed: bars, slats, rail courses, or an equivalent spaced at intervals of not more than 100 millimeters (4 inches). The starboard bottom life line and the port top life line are chafed.

The port and starboard inferior shroud tang has an approximate 1/2 inch linear defect/crack along the inner bend.

Deck rails must be designed and constructed to withstand a point load of 91 kilograms (200 pounds) applied at any point in any direction, and a uniform load of 74 kilograms per meter (50 pounds per foot) applied to the top rail in any direction. The port railing 5th station support bar weld and the starboard railing 2nd station support bar weld are cracked.

Vessels operated solely within 20 nautical miles of land must be equipped with a VHF-DSC radiotelephone installation meeting the requirements of § 80.1101(c)(2). VHF radio missing LAT/LONG for DSC operation.

Except on a vessel limited to daytime operations, the compass must be illuminated. The magnetic compass light is inoperable.

Provide rotating machinery cover for stbd engine. An exposed hazard, such as gears or rotating machinery, must be properly protected by a cover, guard, or rail.

Replace net support lines for forward nettings. The design, materials, and construction of masts, posts, yards, booms, bowsprits, and standing rigging on a sailing vessel must be suitable for intended service.

Each ring life buoy with a floating waterlight must have a lanyard of at least 3 meet in length, but not more than 6 feet. Renew lanyard for waterlight. 46 CFR 180.70((d)(2)

Each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use. Renew retroreflective tape on lifefloats. 46 CFR 185.700

A vessel must carry adequate and up to date charts of large enough scale to make safe navigation possible. Chart is updated to 2017. Provide updated chart for operating area. 46 CFR 184.420(a)(1)

Fuel shut off valves were marked inside cabinet. Label fuel shut off valves on both port and starboard side on the outside of the cabinets. IAW 46CFR185.605

Waterlight was missing; required to provide waterlight with lanyard and corrosion resistant clip IAW 46 CFR 180.70(d).

Vessel's red hand flares did not meet were not marked with Q spec approval 160.021; required vessel to have appropriate red flare distress signals approved in accordance with 46 CFR 160.021 in subchapter Q or other standard specified by the Commandant. 46 CFR 180.68(a)

Vessel waste management plan not onboard or available for viewing, required vessel provide waste management plan for verification IAW 33 CFR 151.57

Lifefloats stowed in a stacked position without a spacer between as required by 46 CFR 180.137(f)

Lifefloat retro-reflective tape was unserviceable, required to replace IAW 46 CFR 185.604 (h)(i)

Attached floating electrical waterlight operated intermittently, required to provide light IAW 46 CFR 180.175 (f)(4)
