When major alterations or major repairs of tank vessels become necessary the work shall be done under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect for new construction insofar as possible. When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built, or in accordance with the regulations in effect for new construction insofar as possible .Vessel reported damage to hull on port side gunwale and number 5 wing void consisting of a 3" inset. Repairs will be inspected to the satisfaction of ABS and a Coast Guard inspector. 46 CFR 32.60-1
