Each cargo tank of a tank barge must be equipped with an intrinsically safe high-level alarm and a tank over fill alarm. Must activate a visible and audible alarm so that it can be seen and heard on the vessel where cargo transfer is controlled. Marine Inspectors observed the #3 port high level and overfill alarm not working. Vessel is allowed one time discharge of cargo. Repair alarm prior to the next load of cargo to the satisfaction of the Coast Guard Marine Inspector.

Vsl has 36" wide by 24" tall inset that has breached the sideshell IWO of the #2 starboard wing void adjacent to the 3rd kevel, beginning approximately 2' above the waterline. Issued CG-835 allowing one time discharge at Nustar Texas City and transit to SWSY Channelview for permanent repairs.

Resolution: Cropped and renewed one 12'X36"X3/8" sideshell plate on #2 Stbd wing void. Conducted a visual exam of all repairs and witnessed air test at 2 PSI. Test satisfactory.
