Each liferaft or group of liferreafts shall be stowed with a float free arreangement, so that wach floats fre and, if inflatebale, inflates automatically when the ship sinks. An additonal length of rope had been tied around the liferaft container attached to the front and back of the cradle that prevented the lifereaft from floating free. 74 SOLAS (14) III/13.4.2
