PSCO observed sight glass on Incinerator Sludge Settling Tank was full, C/E stated tank contained .9 M3 and sight glass was inoperable. C/E stated soundings were completed by monitoring transfer pump discharge quantities. 74 SOLAS (am) II-2/4.2.4
