The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO observed 15L of standing fuel oil next to the Emergency Diesel Generator fuel oil tank. Chief Engineer stated the fill inlet valve was not properly shut.
