Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Sector Houston-Galveston identified approx. 2' X 4" inset in the #2 wing tank located at the gunwale on the STBD side. The vessel is authorized one time transit to proceed to repair facility to complete crop and renew of damage. The vessel is to conduct permanent repairs prior to conducting cargo operations to the satisfaction of Coast Guard Marine Inspector. 46 CFR 32.60-1(a)

When the cable marked "Emergency Shutdown" was pulled, the cable did not stop the cargo pump engine. The remote quick acting manual shutdown installed on the cargo pump engine failed to provide effective means of stopping the engine IAW 46 CFR 32.50–35(a).

Resolved 24 April 2019
Resolution: A bent piece associated with the air intake closure was replaced. The manual shutdown mechanism functions as designed.
