The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. The pilot reported while heading inbound Delaware Bay, DE, the vessel had no controls from the bridge for the main engine due to a governor issue. An analysis must be conducted and proper repairs completed. Coast Guard requires a class report to verify that the deficiency is fully rectified and that the vessel is safe to proceed.
