The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the company.
In accordance with Vessel Maintenance Manual, HMC-VMM-005/6.3 Maintenance of Compressed Air System (Page 9), the vessel shall “Periodically inspect, maintenance, clean, lubricant, and test the compressed air system parts.” PSCO observed several signs that the start air system had been compromised. For instance, the pneumatic cabinet as well as directional control valve for ahead and astern control leaked; local start air gauges reading did not match ECR’s and SRV for #2 start air receiver showed signs of wear (i.e. oil marks on tank plus lock wire and seal were removed).

Resolution: Received, reviewed and accepted class report from DNV stating the deficiency was rectified. Crew renewed solenoid seals and tightened fittings, calibrated 3 safety valves for air receivers, and starting air receiver pressure gauge readings match ECR.

Connections with the fuel supply and spill lines shall be constructed having due regard to their ability to prevent pressured oil fuel leaks while in service and after maintenance.

2490, 0162 - Subject to regulation 3 of this Annex, the operation of a marine diesel engine that is intalled on a ship constructed on or after 1 January 2000 and prior to 1 January 2011 is prohibited, except when the emission of nitrogen oxides from teh engine is within the following limits...The approved EIAPP certificates on board for each generator technical file lists the turbocharger part number as TPS48D-2; the engine parameter inspection record for the NOx verification of the engines lists the turbocharger part number as TPS48D-2. However, examination of installed turbochargers onboard revealed a different part number. Require Recognized Organization to verify NOx certification of all three generators in accordance with procedures set forth in MEPC.177(58), also known as the NOx Technical Code 2008.
