Currently the propulsion engine turbo charger is damaged, preventing the vessel from obtaining normal operating speed. Disassembly of the turbocharger revealed one exhaust blade broke one inch from the tip and damaged the trailing edge of remaining blade tips.
Condition: Design Flaw
Action required: 17 - Rectify deficiencies prior to departure

Resolution: 07MAR17-Received, reveiwed, and accepted class and tech report stating that repairs have been completed.
