Numbered seals are to be used at the OWS overboard valve and flange bolts. Chief engineer maintaiins a seal log book for this purpose. PSCO observed the OWS overboard valve flange bolts were not capable of being sealed, and the seals that were placed on the flange bolts on the OWS overboard piping were not logged in the seal log book. 74 SOLAS (20) IX Reg 3.1 / ISM Code 2.2
