The purpose of this regulation is to limit the fire growth potential in every space of the ship. For this purpose the following functional requirements shall be met: means of control for flammable liquids in the space shall be provided. PSCO observed several oil and chemical containers inappropriately stored in multiple void spaces in engine room and identified a pool of mixture of liquids directly resulting from storage of containers. 74SOLAS(20) II-2/5.1.2
Condition: Improper/Lack of Maintenance
Action required: 17 - Rectify deficiencies prior to departure
Resolved 2 June 2024
Resolution: Received photographs of clean up and receipt of containers being disposed off by a garbage company. All in good order.

A ship when in a port or an offshore terminal of another party is subject to inspection by officers duly authorized by such party concerning operational requirements under this annex, where there is clear grounds for believing that the Master or crew are not familiar with essential shipboard procedures relating to the prevention of pollution by garbage. PSCO observed garbage management plan not being followed in engine room. Used plastic HAZMAT containers were stored in void space with no intent to be discharged. MARPOL ANNEX v/9.1
