The purrpose of this regulation is to prevent the ignition of a combustible materials or flammable liquids. For this purpose the following functional requirements shall be met: Means shall be provided to control leaks of flammable liquids. PSCO observed significant fuel leaks on MDE 3,4,5 and 6. 74SOLAS (14) Cons II-2/4.1.1

Internal combustion engines of 2,250KW and above or having cylinders of more than 300mm bore shall be provided with crankcase oil mist detectors or engine bearing temperature monitors. PSCO observed two inoperable oil mist detectors that require replaceing. 74 SOLAS (14) cons II-1/47.2

The company should establish procedures, plans and instructions including checklist as appropriate for key shipboard operations concerning the safety of the personnel and ship. In accoradance with the vessel's SMS procedures the vessels ballast tanks gas detection system shall be in continuous use. The PSCO found the vessels's ballast tank gas sampling system was turned off even though the vessel's cargo tanks are fully loaded. Provide a corrective action plan with concurrence of the shipboard SMS and to satisfaction of the vessel's clasification society. 74SOLAS (14) cons. IX/3 ISM Code A/7
