All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. Vessel's outboard lower unit is inoperable. Repair must be made prior to the carriage of passengers.

Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy. Vessel's waterlight mounted separate from life ring, preventing connection via lanyard.
