Safe and efficient means of ascertaining the amount of oil fuel contained in any oil fuel tank shall be provided. While vessel was transferring diesel from tank to tank, vessel failed to ascertain the amount of diesel leading to overflow of 500L of diesel fuel out of tank. This was due to a malfunctionwith tank level below high alarm.
