he condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. The M/V COSCO Africa reported delayed response times while engaging the engine and an inability to reach RPM's associated with engine settings for slow-ahead or half-ahead. The engine was also reported to have started in astern position. These conditions led to an overall reduction in maneuverability of the vessel. 74SOLAS(14) 1/11(a)

Resolved 24 March 2021
Resolution: Fuel oil pipe defect caused No.10 cylinder was replaced. Attending class surveyor attested to repairs.
