The cognizant Officer in Charge, Marine Inspection (OCMI) determines the total number of persons permitted to be carried on a vessel. In determining the total number of persons, the OCMI may consider the total weight of passengers, crew, and variable loads; stability restrictions and subdivision requirements of the vessel; the vessel's route, general arrangement, means of escape, and lifesaving equipment; minimum manning requirements; and the maximum number of passengers permitted in accordance with § 176.113 of this part. Vessel conducted a deadweight survey witnessed by the Coast Guard on June 10, 2025 at Keehi Lagoon in Honolulu, Hawaii. To comply with vessel stability criteria while awaiting MSC review to account for the additional weight added, a total of 15 Upper Deck External Passengers must be removed from the original 80 allowed.

Vessel stbd generator installation is not complete. Generator is not allowed to be operated until the installation is complete and load tested to the satisfaction of the attending Marine Inspector by June 20, 2025.

Once proposal is approved make temporary repairs and conduct watertight testing. Once temporary repair testing is completed vessel may proceed for permanent repairs on neighboring island. Make permanent repairs in accordance with NVIC 7-68 and conduct Non Destructive Testing prior to taking passengers.
