The COFR Operator must apply for and ensure the vessel is covered at all times by a current COFR, by complying with the requirements and procedures set forth in this subpart, including the reporting requirements in § 138.150. In preparation for the COI Periodic, it was noticed that the vessel did not have a valid COFR as verified by the National Pollution Fund Center's (NFPC) database. Sector Houston-Galveston verified with NFPC of the lack of a renewal application within the past 30 days. Vessel is not to move or conduct cargo operations as operational restrictions have been placed on the vessel until satisfactory evidence of a COFR has been verified by NFPC to the satisfaction of the Coast Guard.
